Homeless Recovery Plan Overview
The Mayor's Plan has established several goals to expand housing and shelter resources between July 1, 2020 and June 30, 2022.
Objectives of the focused plan:
The Plan included four objectives with expansion and system placement objectives.
Housing Extension:Acquire or lease 1,500 new homes (Goal B).
As of June 30, 2022, the city has nearly doubled that goal.
Refuge Expansion:Achieve 2,100 beds for adults and youth in the reception system (Goal E).
Locations:Provide 6,000 spaces for housing and shelter (Goal A), including 3,000 spaces for Permanent Supportive Housing (Goal C).
We will continue to track progress on these key goals on this page to guide our work. In 2023, MSM will publish a newmunicipal strategic planwhich is based on the HRP. The strategic plan will have new goals and a public dashboard to measure and report progress.

Progress toward targeted plan goals

Housing Expansion (Objective B):Purchase or lease 1,500 new units of Permanent Supportive Housing.
Permanent Supportive Housing (PSH) provides long-term affordable housing with services for people emerging from homelessness. Housing is the solution for the homeless.
At the end of the Plan, on June 30, 2022, the City Council had expanded the portfolio of the PSH in2,918 unitsusexceeded this goal by 95%.
This advance marks the largest expansion of PSH in the last 20 years.
We are building on this goal by continuing to expand our Permanent Supportive Housing portfolio. The dashboard shows the inventory of new homes identified since July 2020. It includes active and leased units.

- “New PSH Site-Based Units” include units that are currently available for client placement on an interim model until the end of primary leases with non-profit providers. HSH anticipates that clients staying in these units will be able to sign rental agreements and become PSH tenants in the coming months.
- In fiscal year 2021-22, MSM activated 125 short-term housing assistance slots. While these spaces were activated in FY 2020-21, clients were referred for long-term housing interventions to better meet their needs, and as such, these spaces are not tracked in this table.
Expansion of the shelter (Objective E): Operate 2,100 beds in the adult and youth reception system by June 2022.
The city's shelter system assists the homeless by providing atemporal placestay while you search for housing and access to resources. The shelters are temporary; the house is permanent.
After the start of the COVID-19 pandemic, the City Councilreduced capacity of the hostelnearly half in congregate shelters,who share living spaces.we also had tostop accepting new guestsfor a period and move some guests to other shelters. These steps werepublic health decisions that save lives🇧🇷 However, this approach also meant fewer people could access the shelter.
As we transitioned from response to recovery, the city worked toexpand the reception system for adults and youth to 2,100 beds🇧🇷 However, we want to do more than reopen the shelter system as it was before COVID-19. Taking advantage of the lessons ofShelter-in-Place Hotel Program, we are openingnew shelter modelsthat offer private spaces for individuals and small groups instead of shared spaces. Refuge expansion since July 2020 has included:

reinflationof existing collective shelters with COVID-19 safety precautions.
When the Plan came to an end, the City Council had arrived78%make Goal E with1.613 camasin the adult and youth reception system.

Since July 2020, the City Council has also opened shelter programsoutside of the traditional housing systemthat are not tracked in this panel. These features include:

When we created this plan, many people thought that the pandemic would end on June 30, 2022. It is not. As COVID-19 is still with us, the cityhas not been able to fully reopen our shelter system🇧🇷 We are working to expand shelters, housing and other resources in accordance withCOVID-19 Health and Safety Guidance🇧🇷 Shelter and housing resources open every month and placements continue. EITHERThe SIP Hotel program has been extended until the fall of 2022, so some SIP Housing placements will now take place after June 2022.

“New PSHs” are placements in a PSH unit that the City purchased or leased on or after June 2020. Some new PSH sites that we purchased or leased in 2021-2022 will begin placement after June 30, 2022.
"Existing" are locations in a PSH unit that is already part of the inventory that someone moved into because it was vacant.

Rapid resettlement, problem solving and prevention providetemporary support🇧🇷 These programs help peopleget out of the street situation or avoid it all together🇧🇷 The programs are for people who are unlikely to need permanent housing subsidies.
The City has expanded these resources to helpapproximately 1,500 additional families leave or avoid homelessness,achievement of the goal of the Plan.

In the last two years, these three features have been expanded significantly. More features may be in the planning stages or recently funded, but not yet live. Visit the MSM website for more information on:

Maintenance of Safe Sleep, Towing Center and Vehicle Classification programs (Goal F)
The city has opened several newshelter modelsbefore and during the COVID-19 pandemic.
I am safe: People sleep in tents at a safe distance from each other in places that are off the public sidewalk and offer services.
